For the Question and Answer section:
There is an extremely loud outdoor party happening in the residential area of the upper village in Montecito. This goes on every summer, numerous times, but tonight the amplified music, heavy bass and people yelling over loud speakers is so loud I can't hear myself think, even with all the windows closed. Does anyone know where these parties take place, are there ordinances prohibiting them, and who do you call when you need to complain when the noise goes on late into the night?

Call the police, there are noise laws and they can help determine if the party is violating anything.

More than likely this is one of those estates that rents out to weddings etc.....absentee owner/investor making big money by doing so at the expense of his neighbor's peace. Absolutely call the sheriff and file a formal complaint with your Montecito Association.

move to the cottage hospital area. You only get a few copters over head for a few minutes and it doesnt go on all night long. plus its for a good cause.

Find out where they are and join in. But if this is an ongoing issue call the Sheriff. Montecito is county jurisdiction not city police. There are many county codes pertaining to noise and nuisance. You can go to the county website and look up the code ordinances yourself under the government tab.

Good luck getting the Sheriff to do anything. 99% of the Santa Barbara County Deputy Sheriffs' Association contributions come from wealthy Montecito and Hope Ranch residents. There's a lot of quid pro quo going on.

Call the Montecito Journal. They always have their knickers in a bunch about something, usually anything that threatens old Montecito values.

Gosh, I love Edhat! I posted the question and all of the answers are very useful and I'll follow through on the good advice. When I called the Sheriff's office last night I was told they could eventually come to my house so I could fill out paperwork to file a formal complaint. But I was in my p.j.'s and trying to go to bed. . . . The last comment (#281094P) is hilarious. I would LOVE to invite all the Edhatters to the next loud Montecito party. (Though I think the staff is probably not working weekend nights and it wouldn't be posted until the next morning. . . .)

On a more serious note, this issue is presently working its way through the county bureaucracy to curtail out of area property owners from using a loophole to rent their property as weekly party palaces...remember the Kardashian fiasco and Ken Switzer's Figueroa Farmhouse? Get over your complaining self and let it ride for heaven's sake. Move to Montana if you want total peace and tranquility. Realize that sometimes others want to have fun and it's going to cause noise and stop being a little crybaby. Late into the night? What does that mean, 9pm? My gosh. I live 10 miles away from the airport and can hear planes taking off because noise travels in quite places! If you lived in NYC you'd not even hear the party do to all the ambiant noise you'd be absorbing.

Call the Sheriff--again. I have repeatedly been told they are the enforcers of noise in Montecito. However, now that the Carpinteria station is closed, Montecito may not get service on less threatening safety issues like noise. If the Sheriff says that's that true, then call Salud Carbajal's office and complain about slacking safety service. They are about to set a budget and he thinks service has stayed level. If that's not true, he should know now.

Why in heavens name does a poster think it's alright to make fun of someone with a legimate complaint, and call her (or him) names. Having a plane, or helicopter, go over once in awhile is not the same as constant loud music and microphone shouts; especially when going to bed.
